Due to a 20% increase in member usage and reflected cost, the HRLC Executive Board has approved new minimums for receiving delivery service and an increased cost-share to members. Effective July 1, 2007. The approved new service minimums are:

You are required to have a minimum of 2 days per week service to receive delivery service.
If you elect to purchase additional days, the per stop, per day cost for everyone is $10.00.
• If you currently receive two days of service, the third day is Friday.
• If you currently receive four days of service, the fifth day is Wednesday.
You will be billed in two installments for your FY08 Delivery Service: in September 2007 and January 2008.
NOTE: No cost adjustments/reimbursements will be made for holidays, days the library is closed, or other scheduling circumstances, such as missed stops.
BCCLS and BELS libraries that are HRLC members do not need to contact the HRLC Office. BCCLS and BELS currently handle the purchase of your extra delivery days.
Delivery bills are sent out annually. Payment is due within 90 days. Libraries that fail to make payment within 90 days will be dropped from the delivery service. Once dropped, a library may be reinstated only by paying for the full cost of their service for one year. Payment must be made in advance and the time their service is restarted is at the discretion of the HRLC office.
Members using the delivery service are required to submit statistics the first every quarter. A library that fails to submit statistics for two quarters will be sent a notice giving them one more month and warned they will be dropped from the service if statistics are not submitted. Once dropped, a library may be reinstated only by paying for the full cost of their service for one year and by submitting the missing statistics. Payment must be made in advance and the time their service is restarted is at the discretion of the HRLC office. All statistics must continue to be provided in a timely fashion.
This is for libraries that currently do not receive any delivery service.
All libraries are now eligible for two day a week delivery service with the cost shared between the library and HRLC. To request service, use the Requesting New Service Form. You may also purchase additional days of service. You are required to have a minimum of 2 days per week service.
Example: You are a school and now want delivery service. You must take two days per week of service. You pay for one day and HRLC pays for the other.Cost: 2 days/week, $20.00/week; i.e., 37 weeks x $ 20.00 = $740. Library’s Share of Cost: $370
Each additional daily stop per week costs $10.00. If the library in the example above were to add a day of delivery, the cost would be $370 + 37 weeks x $10.00. Library’s cost: $740
Your FY07 statistics will determine how much service you are eligible for in FY09.
NOTE: All libraries using the delivery service must record and submit statistics, as well as abide by the Regional Delivery Service Guidelines. Read them completely before you request service.
